At the same time, in 2009, the proportion of the added value of the second and third industries was 46.3% and 43.4%, respectively. The proportion of the tertiary industry is more than 20 percentage points lower than the world average, and the proportion of the secondary industry is much higher than the world average. The proportion of national heavy industry in industrial output increased from 60.2% in 2000 to 70.5% in 2009, exceeding the peaks that Japan, Germany, and the United States had achieved during industrialization.

China's economic growth relies excessively on the development of the secondary industry, especially the heavy chemical industry, and its industrial structure tends to be heavy. In the three industrial structures, the proportion of the secondary industry is high, and the proportion of the tertiary industry is low; in the internal structure of the industry, the proportion of high energy-consuming industries is too high.

In addition, in recent years, the proportion of high-energy transportation modes such as roads and aviation in transport structures has become increasingly high. The development of urban public transport has lagged behind. Cars in large and medium-sized cities have grown too fast and fuel consumption has grown rapidly.

In response to the above problems, the report suggests that structural adjustment should be used as the main direction for transforming development methods, formulate structural adjustment targets that are compatible with energy conservation and emission reduction, and unswervingly continue to promote the optimization and upgrading of economic structure, and increase the contribution of structural optimization to energy conservation. . We will vigorously develop service industries and high-tech industries, continuously increase the proportion of service industries, curb the excessive growth of heavy chemical industries, strictly limit the development of high-energy-consuming industries, and accelerate the elimination of backward production capacity.
