In order to further enhance the role of the safety marking system for special labor protection products, the General Office of the State Administration of Safety Supervision conducted a special sampling inspection of respiratory protective equipment manufacturers from April to September 2013. The inspection aimed to strengthen oversight in the production sector and ensure compliance with national and industry standards. Below are the key findings and recommendations.
**Overview of the Sampling Inspection**
The inspection focused on respiratory protective products such as filter-type particulate respirators, self-absorption filter gas masks, and other similar items. A total of 67 production companies across 14 provinces, including Beijing, Shanghai, Jiangsu, and Guangdong, were selected for testing. A total of 357 batches were sampled and evaluated based on performance criteria like filtration efficiency, leakage rate, resistance, and air tightness. The results showed that 344 out of 357 samples passed, resulting in a pass rate of 96.4%. Of the 67 companies, 59 met the requirements for safety sign management, with an overall qualification rate of 88.1%.
**Main Issues Identified and Actions Taken**
Despite the high pass rate, several critical issues were identified during the inspection:
1. **Raw Material Quality**: Some companies failed to maintain strict quality control over raw materials, leading to substandard product performance. For example, some filter cotton used in respirators did not meet required standards, affecting filtration efficiency and leakage rates.
2. **Product Design Flaws**: Certain mask components and exhalation valves had poor adhesion, causing air leakage and reducing the effectiveness of the product.
3. **Production Technology Disparities**: There was a significant variation in technological capabilities among companies. Smaller enterprises often lacked advanced equipment and stable staffing, leading to inconsistent product performance. Issues such as uneven drug loading and non-compact filling were observed in some anti-virus filters, affecting protection time.
As a result, four companies, including Shanghai-Shanghai Huxin New Business Development Corporation and Beijing 13th Plastic Factory, had their safety sign certificates revoked due to repeated violations.
**Strengthening Management and Oversight**
1. **Enhanced Supervision**: Provincial safety bureaus must ensure that manufacturers strictly adhere to quality and safety regulations. Regular internal audits and rigorous process controls should be implemented to prevent potential hazards.
2. **Dynamic Management System**: The Special Labor Protection Products Safety Sign Management Center should conduct more frequent inspections and enforce stricter penalties for non-compliance. Companies failing to meet standards must have their safety signs revoked promptly.
This report underscores the importance of maintaining high-quality standards in the production of respiratory protective equipment to ensure the safety and health of workers across various industries.
