**Special Inspection of Production Enterprises for Labor Protection Products**

To all provincial, autonomous regional, and municipal safety supervision bureaus, as well as the Xinjiang Production and Construction Corps Safety Supervision Bureau and coal mine safety supervision departments:
In order to enhance the role of the safety sign system in ensuring the quality and reliability of special labor protection products, and to strengthen oversight in the production sector, the State Administration of Safety Supervision organized a special inspection from April to September 2013. The inspection focused on respiratory protective equipment such as filter-type particulate respirators, self-absorbing gas masks, and other similar products. A total of 357 batches were sampled from 67 enterprises across 14 provinces and cities. The results are summarized below:
**Overall Status of the Spot Check**
The inspection targeted key product performance aspects, including filtration efficiency, leakage rate, resistance during inhalation and exhalation, and overall air tightness. Testing was conducted on various parameters for different types of respiratory equipment, ensuring compliance with national and industry standards.
**Main Issues Identified and Actions Taken**
Out of the 357 samples tested, 344 passed, resulting in a pass rate of 96.4%. Among the 67 companies inspected, 59 met the requirements for safety sign management, achieving an 88.1% qualification rate. However, several issues were identified:
1. **Raw Material Quality Concerns**: Some companies failed to maintain strict control over raw materials, leading to substandard product performance. For example, low-quality filter cotton in certain respirators caused reduced filtration efficiency and increased leakage.
2. **Design Flaws**: Poorly designed masks or exhalation valves led to inadequate face seal, affecting air tightness and overall effectiveness.
3. **Production Inconsistencies**: Variability in technology, staffing, and process control among enterprises was evident. Smaller companies often lacked stable technical capabilities, resulting in inconsistent product performance.
In response, the relevant authorities revoked safety signs for non-compliant products from four companies, including Shanghai Huxin New Business Development Corporation and Beijing No. 13 Plastic Factory, in accordance with existing regulations.
**Strengthening Oversight and Management**
1. **Enhanced Supervision**: Provincial safety bureaus must ensure that manufacturers prioritize quality and safety, strictly adhere to safety sign regulations, and implement rigorous internal controls.
2. **Dynamic Management System**: The Special Labor Protection Products Safety Sign Management Center should conduct regular inspections, expand sampling efforts, and enforce corrective actions where necessary. Non-compliant products must be removed from the market promptly.
This initiative aims to protect workers' health, eliminate potential hazards, and reinforce the role of safety signs in promoting safe working conditions.
