Standardized management of hazardous chemicals production enterprises

Pollution prevention and control points

Implementation points:


Key point 1 : Establish a hazardous waste management system. Establish a responsibility system for the prevention and control of hazardous waste pollution, an internal management system, and measures to prevent and control the pollution of hazardous waste.

Point 2: Establish a chart of hazardous waste management. Dangerous waste management leading group and division of labor

Key point 3: Establish a job responsibility system. The duties and responsibilities of the main leaders, supervisors, competent departments, supervisors, supervisors of various production units, and production teams (employees) in the management of hazardous wastes.

Point 4: Establish safe operating procedures. The relevant regulations and requirements for the safe operation of hazardous waste processes in enterprises.

Standards for compliance: A responsibility system has been established. The responsible person is clear and the responsibilities are clear. The responsible person is familiar with the relevant regulations, systems, standards and norms for hazardous waste management.

Standards for compliance: According to the "Standards for the Control of Hazardous Waste Storage Pollution" (GB18597-2001) Appendix A and the "Environmental Protection Graphic Mark - Solid Waste Storage (Disposal) Field" (GB15562.2-1995 label set hazardous waste identification mark;



The identification mark is divided into warning signs and labels, and the contents of the labels are comprehensive.



1 All hazardous waste containers and packaging must be labeled with hazardous waste.

2 Collecting and storing hazardous waste facilities and places must also set warning signs and labels for hazardous waste.

Key point 1: The hazardous waste management plan includes measures to reduce the amount and harmfulness of hazardous waste generation.

Point 2: The hazardous waste management plan includes measures for the storage, utilization and disposal of hazardous waste.

Point 3: Report to the local environmental protection department at or above the county level for the record.

Key point 4: If there is a major change in the content of the management plan, it should be reported in time.

Standards for compliance: A hazardous waste management plan has been formulated: the content is complete, the production links, types, hazard characteristics, production quantities, and disposal methods of hazardous wastes are clearly described; reported to the environmental protection department for filing; and major changes are reported in a timely manner.

Units that need to develop a management plan:

The hazardous waste management plan shall be formulated by a unit that has independent legal personality or operates independently to produce hazardous waste. Subsidiaries and branches for units that have a subsidiary (having an independent unit legal person qualification), a branch or a branch (not having an independent unit legal person qualification), a group company or other economic complex producing hazardous waste Or the production bases of branch factories, group companies or other economic associations are separately formulated.

Hazardous waste accounts (or records) shall be established in the production workshop, storage place, and disposal site, in duplicate, one at the site and the other in time for archival filing.

Standards for compliance: The identification of hazardous waste packaging containers is clear; hazardous wastes are stored separately by type, and there are obvious intervals between different types of waste (such as aisles, etc.).

The implementation of the source classification system should:

1. Hazardous waste is separated from general waste;

2. Industrial waste is separated from office and domestic waste;

3. Solid, liquid, muddy, gaseous waste placed in the container is separated;

4. Separable from available waste;

5. The value of calorific value is separated from the waste without calorific value;

6. Separation of incompatible wastes;

7. Separation of utilization and disposal methods.

The implementation of the source classification system should:

1. The identification of the hazardous waste packaging container is clear;

2. Hazardous wastes are stored separately by type;

Point 1 : Before the transfer of hazardous waste, the hazardous waste transfer plan is approved and approved by the environmental protection department.

Point 2 : In the case of transferring hazardous wastes, in accordance with the relevant provisions of the “Administrative Measures on Transfer of Hazardous Wastes”, fill in the items produced in the transfer order and affix the official seal.

Point 3 : The transportation qualification meets the requirements: transport unit, transport vehicle, driver and escort. (The generating and transferring unit is responsible for reviewing the qualification of the transport unit)

Point 4 : The transfer order is fully saved.

Standards for compliance : There is a transfer plan approved by the environmental protection department. According to the actual transfer of hazardous waste, fill out the hazardous waste transfer joint order. The dangerous waste list before the inspection date is complete.

common problem:

Question 1 : The joint order should be applied to the local environmental protection bureau by the waste-producing enterprise after the transfer application is approved, and should not be issued by the operating enterprise;

Question 2 : The joint order should be one car, one class, one class, one single, not one car or one single class;

Question 3 : The total number of joint transfer orders should be consistent with the number of enterprise declarations and registrations, the number of transfer approvals, the number of transfer of account records, and the EIA data. If there is a large discrepancy, reasonable explanation should be made;

Question 4 : The second joint and deputy joint company of the joint order should be reported to the local environmental protection bureau for filing.

Question 5 : The transfer of hazardous waste between subsidiaries (subsidiaries) and branches of the group (company) should be implemented in the joint order system.

Key point 1 : The transferred hazardous wastes are all provided or entrusted to the units holding hazardous waste business licenses for activities of collection, storage, utilization and disposal.

Point 2 : There is a contract for the use and disposal of hazardous waste signed with the hazardous waste business unit.

Standards for compliance : All units that are provided or entrusted to a hazardous waste business license in addition to storage and self-use disposal; there are contracts with units that hold hazardous waste business licenses.

Precautions:

Note 1 : Verify the scope of the license. The generating unit shall verify the qualifications and capabilities of the unit to be commissioned, and identify the types of hazardous wastes (including 8 hazardous waste codes and hazardous waste names) and quantities that are to be entrusted to the disposal unit.

Note 2 : Verify the license period. The signing of the entrusted disposal agreement shall be within the validity period of the business license of the business unit.

Note 3 : The agreement must be clear. In the agreement, the types, quantities and prices of hazardous wastes are clearly entrusted, and the forms of hazardous wastes (solid, semi-solid, liquid, etc.), packaging methods and modes of transportation are specified.

Note 4 : The internal subsidiaries and branches of the group (company) should also implement the licensing system as required.

Key point 1: Developed preventive measures and emergency plans for accidents.

Point 2: Record to the local environmental protection department at or above the county level.

Point 3: Organize emergency drills every year according to the requirements of the plan.

Standards for compliance: An emergency plan has been formulated and filed with the local environmental protection department. Emergency drills are organized in the current or previous year.

Precautions:

Note 1: Formulate the plan. In accordance with the requirements for the formulation of emergency plans, special emergency plans with measures to prevent accidents shall be formulated.

Note 2: Record according to law. To the local environmental protection department at or above the county level for the record, the county-level environmental protection department shall conduct a review and issue a certificate of possession. (The local environmental protection department may not refuse the filing of the enterprises in the jurisdiction)

Note 3: Organize the drill. There should be imagery of drill plans, drills, drills and drills for review. (Image data should be updated once a year)

Note 4: Full implementation. The production bases of subsidiaries (subsidiaries) or branch factories, group companies or other economic associations of the group (company) shall be separately formulated.



The drills should be drills for accidents involving hazardous wastes. Wear protective equipment, carry necessary emergency facilities and equipment, and do not mix fire drills with hazardous waste emergency drills.

Key point 1: Carry out environmental impact assessment according to law and complete the “three simultaneous” acceptance.

Point 2: Meet the relevant requirements of the "Hazardous Waste Storage Pollution Control Standards". nPoint 3: The storage period is not more than one year; if the storage period is extended, it shall be reported to the environmental protection department for approval.

Point 4: Hazardous waste that is not mixed and stored incompatible and not safely disposed of. Point 5: Hazardous waste is not mixed into non-hazardous waste for storage.

Point 6: Establish a hazardous waste storage ledger and record the storage of hazardous waste truthfully.

Standards for compliance:

1 Have EIA materials and complete the “three simultaneous” acceptance.

2 The ground of the storage site shall be hardened. The site shall have a canopy, cofferdam or Fence; the wastewater discharge pipe or channel shall be set up, and the washing wastewater shall be treated in the enterprise wastewater treatment facility; if liquid or semi-solid waste is stored, leakage shall also be provided. Liquid collection device; location 3 should be provided with a warning sign.

4 Containers loaded with hazardous waste are intact.

5 Hazardous waste should not be stored for more than one year; more than one year is approved by the environmental protection department.

6 to achieve classification and storage.

7 Have a ledger and record the storage of hazardous waste truthfully.

In the storage room

The storage room floor (using the disposal workshop or place) must meet the requirements of the “Hazardous Waste Storage Pollution Control Standard” (GB18597-2001). If there is no EIA material support, the anti-seepage material should be re-laid on the original ground. If the storage is waste acid Alkali should also be treated with antiseptic treatment on the ground.

The ground should be significantly higher than the outdoor, the entrance should be set up with a fence, and the diversion canal and collection pool should be set around to strengthen the daily management to ensure that the ground should always be clean and see the true color.

Depot

Enterprises with a large number of hazardous wastes and a large number of enterprises should establish a storage warehouse, and the storage warehouse must be sealed. Other requirements are the same as storage
