Treatment of Inter-provincial Pollution in Suzhou, Anhui Province

Treatment of Inter-provincial Pollution in Suzhou, Anhui Province Recently, the on-site handling of inter-provincial illegal dumping of hazardous waste in Baqiao District has been largely completed. Nearly 100 tons of hazardous waste and hundreds of tons of contaminated soil were handed over to a professional company for safe disposal. The public security authorities have officially opened a criminal investigation into the incident. At 10:00 am on May 25th, the Environmental Protection Bureau of Yongqiao District received a report from locals about individuals in Jieji Village, Jieji Town, who had dumped what appeared to be "waste oil" into a pit and burned it, causing a strong, foul odor. Upon receiving the report, environmental officials rushed to the scene, collected samples, and sent them to the provincial environmental agency for testing. Preliminary analysis confirmed that the substance was a hazardous waste residue from pharmaceutical, pesticide, or cosmetic production—specifically, phenol, a highly toxic and smelly organic compound. It is flammable and can explode when exposed to heat, fire, or oxidants, releasing dangerous gases upon combustion. The Yongqiao District government later traced the source of the waste through the information department of Wenzhou Ouhai Shipping Co., Ltd. in Zhejiang Province. It was revealed that Li Dongdong, a villager from Xinhe Village in Zhuxianzhuang Town, had visited a warehouse in Songyang County, Lishui City, where he loaded 140 barrels of approximately 37 tons of "waste oil." This material was then transported to Zhang Sulin, a local resident in Suzhou. At Zhang’s request, the waste was taken to Jieji Village on May 25th and dumped into a large pit located on the south side of a hill. Prior to this, 120 barrels had been moved around May 5th, and another 130 barrels were dumped around May 20th. In total, more than 60 tons of hazardous waste were found in three large pits, along with over 200 square meters of contaminated soil and an estimated 200 tons of polluted soil and rock on the surface. Following the incident, local government agencies, environmental departments, and public security forces quickly mobilized to establish a task force. They secured the site, monitored the vehicles involved, and safely stored the hazardous materials. The waste was concentrated and covered with plastic sheets to prevent rainwater runoff and further environmental contamination. The Yongqiao District government has now entrusted Hefei Wushan Solid Waste Disposal Co., Ltd. to handle the 140 barrels of hazardous waste and the contaminated soil and rock. As of now, the pollution from the dumping site has been largely cleared. The task force has also traveled to Songyang County in Zhejiang to investigate and pursue legal claims against those responsible.
