Existing mining rights that were improperly granted—especially those used for non-core purposes like cement production or kaolin extraction—have been canceled by the original issuing authorities. The notice also outlines strict requirements for new mining operations within the designated zones. All mines must be fully closed down, with no personnel, equipment, or structures left behind, and wellheads must be destroyed to prevent illegal reactivation. In terms of corporate qualifications, applicants for high-phosphorus iron ore mining rights must be independent legal entities with sufficient registered capital. For example, companies involved in industrial metallurgical trials need at least 100 million yuan in registered capital and valid credit certifications. Large and medium-sized enterprises must establish geological survey departments, while smaller ones should have qualified technical staff. Additionally, the scale of mining operations for metallurgical tests must be approved by both the Provincial Department of Land and Resources and the Provincial Department of Science and Technology. The notice also stresses the importance of managing key performance indicators related to resource utilization, such as recovery rates. These must meet national standards, and it is strictly forbidden to extract only the richest parts and abandon the rest. Local governments are required to strengthen the collection of mining rights fees and mineral compensation charges, ensuring timely payments based on contracts and actual resource usage.
