Large and medium-sized mining companies are required to establish geological survey departments, while small-scale operations must employ geologists and technical staff. The production scale for industrial metallurgical trials is determined based on approval from both the Hubei Provincial Department of Land and Resources and the Provincial Department of Science and Technology. Furthermore, the notice emphasizes the importance of managing the “three-rate” indicators—mining recovery rate, mineral processing recovery rate, and comprehensive utilization rate. Authorities responsible for mining rights registration must ensure that these rates meet national standards, prohibiting the practice of “getting rich and abandoning poor” areas. Local governments are also urged to strengthen the collection of mining rights fees and mineral resources compensation fees, ensuring timely payments according to contracts. For test mining areas, annual charges should be based on the amount mined each year, and compensation fees should be linked to actual resource consumption.
